With a bit of creativity and some simple props you can create an underwater pirate scene that is sure to create a Halloween to remember.
Set up the pirates. Dress up a few plastic skeletons, equipping them with pirate hats, eye patches, scarves and other pirate attire. Add fake costume jewelry, hooked hands and swords.
