Make a pattern for the comb on the top of the hat on a piece of notebook paper. Cut the pattern out.
Trace the pattern onto two red pieces of felt. Cut the pieces out using sewing scissors.
Place the right sides of the comb together and pin them. Use a sewing machine or needle and thread to stitch the comb together. Leave a 2-inch opening at the bottom.
Turn the comb right side out. Stuff it with batting until it is full, but not bursting. Turn the open seam edges together and stitch them closed.
Pin the comb to the center of the white stocking cap. Position the comb so that the length goes from the front of the cap to the back of the cap. Stitch the comb in place.
Remove all of the straight pins from the cap. Trim excess threads, using caution not to cut the comb or the stocking cap. Make sure the cap fits your little Halloween chicken trick-or-treater and adjust the hat size, if needed.
Make the hat fancier by stitching a white feather boa all around the outside of the stocking cap.
